THE PRIME MINISTER OFFICE OF DEMOCRATIC REPUBLIC OF VIETNAM
Dear Premier,
We sincerely informed to Comrade Premier that:
The government of Democratic Republic of Vietnam has recognized and agreed the Declaration of the People’s Democratic Republic of China government on September 4, 1958 regarding the Decision of territorial sea of China.
The government of the Democratic Republic of Vietnam respected this Decision and will instruct all responsible organizations of the government to completely respect the 12-nautical mile territorial sea of China, all relations at sea of the People’s Democratic Republic of China.
Our sincere salutations to Comrade.

LAWS AND DECREES
Decree No. 174-NV July 13, 1961 that puts Hoang Sa (Paracel Islands) under administrative incharge of Quang Nam province and establish at this islands a commune named Dinh Hai that belongs to Hoa Vang district.
PRESIDENT OF THE REPUBLIC OF VIETNAM
- Referred to Decree No. 124-TTP May 28, 1961 which assigned government organizations.
- Referred to Decree No. 57-a October 24, 1956 to re-shuffled administrative organizations of Vietnam.
- Referred to Decree 1282 May 5, 1939 to modify and subjoin Decree No 156-SG of June 15, 1932 which arranged administrative organization of Hoang Sa (Paracel Islands). -
- Referred to Decree No 10 of March 30, 1938 to annex Hoang Sa (Paracel Islands)
to Thua Thien province.
- Referred to Decree 335-NC /P6 of June 24, 1958 and the following documents to assign administrative organizations of Quang Nam province;
Referred to proposition of the Minister of Interior,
DECREE:
Article one: Hoang Sa (Paracel Islands) which belonged to Thua Thien province is now under Quang Nam province.
Article 2: A commune administration is now established for the whole islands and named Dinh Hai and belonged to Hoa Vang district.
Dinh Hai commune is served by an Administrator.
Article 3: Minster of Interior, Province chief of Thua Thien, Province chief of Quang Nam are to perform this Decree as per their respective duties.
